Government expenses multiplies minimum 4 to 10 times when politicians and bureacrats are corrupt.

Expenses incurred by Governments in unproductive areas may be enough to bring water from flooded states to states, which suffering from draught

. This transferring water of flooded states through pipes, artificial rivers or canals may want less money than present unproductive office expenses and maintenance of loss making public sectors. Governments overstaffing due to political pressure results only confusion and fails the objectives to serve public. Most of the Government employees feel highly secured till retirement lack of competition brings inefficiency.

Fear of fire (termination) is the step will maintain discipline to get good result. Accountability will expedite the routine work.
Promotion and demotion would help further to achieve the best results.
Most of the development programs lye on the tables pending due to non-movement of files timely, adds up cost on development programs, as the rates of today may not be the same after 3 years.
In order to extract best work need to identify areas over staffed to utilize in short staffed.
Seeking help of contractors for clerical and other blue color staff is beneficial in non-confidential areas of banking, insurance other identified fields. For seniority selection on the basis of performance and ability.
Governments should concentrate in development and policy programs instead of running industries and indulging in production and service sectors. Should be given open to citizens to invest money and allow competition to give consumers the satisfaction. Unwanted increase number of public employees is just the root to corruption.
In the same time control of Industrial policy and maintenance of legislation need to consumer and public oriented to avoid undue practices by industries.
Employ minimum and pay more will yield government workers satisfaction, which will be, root to productive results.

Greed has deeply penetrated in our society that greed of money is dream, money is power, money is luxury and money is fame. Power of money is so intense that to achieve comfortable objective need help of money power. To my opinion, greed has given birth to corruption. Corruption is not new but was small enough to be visible. For the last two and a half decades corruption has spread its roots, fueled by illegal activities to widespread that has muscled illegal people. Many factors that has accounted mass corruption in Government offices and political set up: -

Excessive paid amount may be enough to modernizing Government offices. This is the corruption that results expensive procurements.

1. Excessive expenditure on political campaign during elections: - Money has dominant role in elections to gather masses. To meet expenses money is generated by all means. Electoral candidate need to have pre qualification of interaction with public based on social reform and fulfill all the requirements and qualifications that a respectable citizen should have. Rolling of excessive and unaccounted money should be discouraged. Distribution of ticket should be on the basis of performance of a candidate in public. Performance based ticket means what candidate has done for public.

2.Bureaucracy needs to be accountable for effective performance. Position holder should be responsible for all ifs and buts and answerable. Present system only helps bureaucrats to pass the responsibility to others. Thus responsible position holder escapes necessary action. Non-cooperation and inefficient information system from one office to the other adds up crisis.

3.Delay of justice is injustice: - Where the justice in consumer courts and civil courts are delayed prevents effective performance. Ordinary citizens hesitate to go to courts for necessary action.

4.Complicated Government procedures: - Most of Government procedures are so complicated that many files and many acts for ordinary citizens understanding is difficult and officials can manipulate. Inefficient information system and non-cooperation from one office to the other adds up crisis.

5.Bureaucracy needs to be accountable for effective performance. Position holder should be responsible for all ifs and buts and answerable. Present system only helps bureaucrats to pass the responsibility to others. Thus responsible position holder escapes necessary action.

6.Unsystematic promotions in Government offices: Direct recruitment of class one officers is discouragement to low bottom officials who are unable to get to top despite their ability, hard work and sincere performance. Creation of opportunity will mean competition to grow. Cream appointment should be on the basis of experience, ability and sincerity of a person.

7. Most of the corruption is carried through mediators. Search, feed and catch on regular basis on public information will be effective and aggressive form of investigation for secret investigation bureau for corruption that should be accessible to general harassed public who feels harassed.

Poverty of kurumbar tribes in Mukkali (KERALA)

Unemployed educated youths, terrible roads, lack of transportation and communication, basic amenities and resources are real difficulties.
